What dried beans are best when making bean-bags for toddlers?

I'm looking for beans that aren't too heavy for the capacity inside each bag- probably 4 square inches. I'm open to any helful suggestions. Thanks!What dried beans are best when making bean-bags for toddlers?
For toddlers, it's all the same with beans. But, consider rice for the following: 1.) If the bag breaks or leaks at the seam, rice is much less of a choking risk. 2.) When the little hands are cold, you can put the rice filled bag into the microwave on high for 2 or more minutes. They come out cozy and warm, and will stay warm for 5 to 10 minutes. If you're feeling really creative, find some lavender to include inside the bag. When heated, the fragrance really comes out. don't use beans, or any grain, if they get wet, they will sprout.
Have you tried using rice instead if you don't want to use the little polystyrene balls. Just add some fluffy stuffing with them too.
Polystyrene beads. Polystyrene makes the beanbags washable.
